CROTON FALLS FIRE DISTRICT AND THE BOARD OF FIRE COMMISSIONERS
Background
The Croton Falls Fire District was established in 1939 with the approval of the New York State Comptroller. Five elected officials (known as the Board of Fire Commissioners), supported by a treasurer, two secretaries, a facilities manager and an apparatus engineer, manage the business and equipment of the District.
A fire district is a political subdivision within the state and the Board of Fire Commissioners has the authority to tax property owners within the District in order to provide the funding necessary to provide fire protection to the District.
Commissioners
Commissioners are elected by the voting residents of the fire district at a public election held on the second Tuesday of each December. At this election one fire commissioner is elected to serve a five-year term. Thus, each year one fire commissioner's term is up and a vote is taken to fill that position for the next five years. Our Board of Fire Commissioners is currently comprised as follows:
Jeff Daday
Chairman of the Board
Angelo D'Agostino
Commissioner
Bob Daros
Commissioner
Jason Nickson
Commissioner
James Outhouse
Commissioner
Marion Falk and Jason Nickson serve as Secretaries. Joanne Weber serves as Treasurer to the District. The Board of Fire Commissioners meets on the third Wednesday of each month at 7:00 p.m. at the North Salem firehouse and meetings are open to the public.
Duties of the Commissioners
The District owns and maintains the buildings and equipment used by the Fire Department. The Commissioners have exclusive management and control of the property of the District, and may purchase or lease real estate and equipment and may sell or otherwise dispose of such property of the District. In certain cases, due to statutory dollar limitations, a public referendum may be required to either purchase or dispose of District property.
Historically, we purchase insurance for the members and the equipment, and provide other benefits to the Department's members.
The Commissioners can adopt rules and regulations governing the Fire Department, prescribe the duties of the members, and enforce discipline. We also approve new members and the Chiefs of the Department, and can remove such members for cause.
The Commissioners audit all invoices against the District and approve or disapprove payment of those claims by the District Treasurer. We also develop an annual budget, which is submitted to the Towns of North Salem, Carmel and Southeast and is collected for us as a component of the Town property tax levy.
